All departments shall submit to the purchasing agent at such times and in such form as such agent shall prescribe reports showing stocks of all supplies, materials and equipment which are no longer used or which have become obsolete, worn or scrapped. All sales of such property, when the estimated value is not expected to exceed one hundred thousand dollars ($100,000.00), may be sold by the purchasing agent in accordance with rules and regulations established by him; these sales need not follow the competitive bidding or public auction process and such property may be sold without newspaper advertisement and without observing the procedures prescribed by divisions 2 and 3 of this article, unless the purchasing agent determines that the public interest demands such procedure.
