§ 22-19. Composition; qualifications, appointment and terms of members.
(a)
The library board shall consist of fourteen (14) members who must be residents of the city and who shall be appointed by the city council as follows:
(1)
Twelve (12) adult members shall be appointed.
(2)
Two (2) youth members shall be appointed. The council shall solicit the input of the department of human services for these appointments. Youth members shall not have voting rights.
In addition, the superintendent of schools or his designee shall be a member of the board with full voting rights.
(b)
Terms of office shall be as follows:
(1)
The twelve (12) adult members shall serve for terms of four (4) years. As a transition measure, the adult members serving on the board at the time of adoption of this section shall continue to serve for the terms and [be] subject to the limitations then applicable to them.
(2)
The two (2) youth members shall serve for terms of one (1) year.
(c)
Appointments to fill vacancies shall be for unexpired terms.
(d)
Youth members shall not serve as officers.
