§ 19-2. Administration.

  • The provisions of this chapter shall be administered by the director of the department of public works and his staff under the direction and control of the city manager.

    The provisions of this chapter may be overridden in the event of an emergency situation such as a natural or manmade disaster. In such a case, the director of public works will conduct a debris and trash removal program as can best be accommodated by the demands of the emergency and may continue for a length of time determined necessary by the director of public works.

    The director of public works may grant a temporary modification from any provision contained in this chapter, if he finds in writing that: (i) the strict application of the ordinance would produce undue hardship; (ii) such hardship is not shared generally by other properties in the same vicinity; and (iii) the authorization of the modification will not be of substantial detriment to adjacent properties.
