§ 13-26. Fees, permit fees—Prescribed.

  • (a)

    Building permits:

    (1)

    The minimum fee for any building permit shall be fifty-five dollars ($55.00).

    (2)

    For the construction of any building or addition thereto where the floor area is increased and for the installation or erection of any industrialized building unit as defined in the building code, the fee shall be based on the floor area to be constructed, as computed from exterior building dimensions at each floor. In the case of buildings of use group R3, R4 or R5, any unenclosed carport, deck, porch or stoop, when built in conjunction with and at the same time as the dwelling, shall be excluded from the square footage computation. The cost of construction shall be determined by multiplying the total square footage by the appropriate cost per square foot found in Table 13-26 [at the end of this section]. The fee shall be computed as follows:

    a.

    For use groups R3, R4 and R5, the fee shall be determined by multiplying the value of the construction as determined from Table 13-26, by a regional factor of eighty-eight hundredths (0.88), and the product thereof multiplied by a factor of forty-four hundredths (0.44) of one percent (.0044).

    b.

    For all other use groups, the fee shall be determined by multiplying the value of the construction as determined from Table 13-26, by a regional factor of eighty-eight hundredths (0.88), and the product thereof multiplied by a factor of forty-eight hundredths (0.48) of one percent (.0048).

    (3)

    For the alteration or repair of any building or structure, or for the construction or erection of piers, bulkheads, exterior walls or fences, towers, swimming pools or other structures or things, the fee shall be computed as follows:

    a.

    For use groups R3, R4 and R5 the fee shall be determined by multiplying the value of the construction by a factor of forty-four hundredths (0.44) of one percent (.0044).

    b.

    For all other use groups, the fee shall be determined by multiplying the value of the construction by a factor of forty-eight hundredths (0.48) of one percent (.0048).

    (4)

    For the demolition or razing of any structure having a floor area greater than two hundred fifty (250) square feet, the fee shall be one hundred dollars ($100.00). A fee of forty dollars ($40.00) shall be charged for a permit to raze a building or structure with a floor area of two hundred fifty (250) square feet or less.

    (5)

    For the erection, placement or removal of a building or structure, in part or in whole, from one (1) location to another, or into the city, or to a new location within the same lot or parcel of land, the fee shall be as determined by section 13-26(a)(2) for buildings, and by section 13-26(a)(3) for other structures. For buildings or structures being moved to sites outside the city, the fee shall be one hundred ten dollars ($110.00).

    (6)

    For the erection or placement of tents, temporary office trailers, and temporary air-supported structures, the fee shall be forty dollars ($40.00).

    (b)

    Plumbing permits:

    (1)

    The minimum permit fee for any plumbing permit shall be fifty-five dollars ($55.00).

    (2)

    For the installation of each plumbing fixture, the fee shall be ten dollars ($10.00).

    (3)

    For the installation of the water distribution system in each unit of a multiple-occupancy building, or the installation of the water distribution system in other buildings, the fee shall be fifteen dollars ($15.00).

    (4)

    For the connection of the waste drain from each unit of a multiple-occupancy building, or the connection of the building drain from other buildings to a public or private sanitary sewage collection system or sewage disposal system, the fee shall be fifteen dollars ($15.00).

    (5)

    For each sewer (sanitary or storm), manhole (sanitary or storm), roof drain, area drain or other device, the fee shall be thirty dollars ($30.00).

    (6)

    For the installation of a gas line or medical gas line, the fee shall be fifty dollars ($50.00).

    (7)

    For an annual plumbing permit, the fee shall be forty-eight hundredths (0.48) of one percent (.0048) of the current value of all service, labor, materials and equipment. The minimum fee shall be fifty-five dollars ($55.00).

    (c)

    Electrical permits:

    (1)

    The minimum permit fee for any electrical permit shall be fifty-five dollars ($55.00).

    (2)

    For the installation of each electrical system in new construction, the fee shall be determined from the rated size of service panel(s) in amperes as follows:

    Over 200 amps 165.00 195.00

     

    Plus thirty dollars ($30.00) for each additional fifty (50) amperes or fraction thereof.

    (3)

    For the installation of a temporary service or the reconnection of a mobile home, the fee shall be fifty dollars ($50.00).

    (4)

    For increasing the size of the electrical service to any building, structure or mobile home, the fee shall be fifty dollars ($50.00) for service up to and including two hundred (200) amperes or fifty dollars ($50.00) plus fifteen dollars ($15.00) for each fifty (50) amperes or fraction thereof over two hundred (200) amperes. For relocation of any existing service without increasing the size, the fee shall be fifty dollars ($50.00). No additional fee shall be charged for outlets when the service is increased in size.

    (5)

    For repairs to an existing electrical system, and/or for the addition of receptacle, lighting or other outlets, the fee shall be forty-four hundredths (0.44) of one percent (.0044) of the current value of all service, labor, materials and equipment for buildings of use group R3, R4 or R5 and forty-eight hundredths (0.48) of one percent (.0048) of the current value of all service, labor, materials and equipment for buildings or structures of all other use groups.

    (d)

    Mechanical permits:

    (1)

    The minimum permit fee for any mechanical permit shall be fifty-five dollars ($55.00).

    (2)

    For the installation, replacement, repair or alteration of mechanical systems or equipment, freestanding fireplaces and solid fuel stoves, storage tanks for flammable liquids or gases, fire suppression systems, elevators, dumbwaiters, moving stairways, moving walks, manlifts, and special hoisting or conveying equipment, the fee shall be forty-four hundredths (0.44) of one percent (.0044) of the current value of all service, labor, materials and equipment for buildings of use group R3, R4 or R5 and forty-eight hundredths (0.48) of one percent (.0048) of the current value of all service, labor, materials and equipment for buildings or structures of all other use groups.

    (3)

    For the installation of one (1) kitchen hood vent and not more than three (3) bathroom vents in a dwelling of use group R3, R4 or R5 the fee shall be forty dollars ($40.00).

    (4)

    For the installation of a fire alarm system, music system or burglar alarm system, in other than dwellings of use group R3, R4 or R5 the fee shall be forty-eight hundredths (0.48) of one percent (.0048) of the current value of all service, labor, materials and equipment.

    (e)

    Elevator operating permits. For periodic inspections made on all elevators, dumbwaiters, moving stairways, moving walks and manlifts in accordance with the building code, the fee shall be:

    (1)

    Fifty dollars ($50.00) for the semi-annual routine inspection.

    (2)

    Eighty-five dollars ($85.00) for the annual inspection and test.

    (3)

    Forty-five dollars ($45.00) for the annual and semi-annual inspections for wheelchair lifts and inclined stairway chairlifts.

    (f)

    Zoning confirmations. For the issuance of a confirmation of zoning appropriateness where a valid certificate of occupancy is on file, the fee shall be thirty-five dollars ($35.00).

    (g)

    Additional fees. Whenever work is begun prior to the issuance of a permit, the fee shall be doubled that which is otherwise imposed by this chapter.

    (h)

    Utility reset inspection fee. The fee for a permit for reinspection of an electrical or gas piping system of a structure, to be made pursuant to the reconnection of the structure to the utility system, shall be thirty-five dollars ($35.00). Such fee shall not be required to be paid when a permit has been issued for the installation of a new system or alteration of an existing system. Additional service charges may be assessed as provided for in this chapter.

    (i)

    In accordance with section 110 of the building code, a fee in the amount of one and seventy-five hundredths (1.75) percent of the charge for a building permit shall be collected from the permittee upon issuance of fee permit and forwarded to the Department of Housing and Community Development to assist in funding the Virginia Building Code Academy.

    (j)

    Plans review fee. For review of plans submitted to the department of codes compliance, the fee shall be computed as follows:

    (1)

    For plans for improvements up to two thousand four hundred ninety-nine (2,499) square feet, the fee shall be thirty dollars ($30.00).

    (2)

    For plans for improvements from two thousand five hundred (2,500) to five thousand (5,000) square feet, the fee shall be fifty-five dollars ($55.00).

    (3)

    For plans for improvements over five thousand (5,000) square feet, the fee shall be one hundred ten dollars ($110.00).

    (k)

    Temporary certificate of occupancy fee. The fee for temporary certificates of occupancy shall be forty dollars ($40.00).

    (l)

    Reinspection fee. The fee for reinspection shall be fifty dollars ($50.00).

    (m)

    Amusement devices.

    (1)

    An application fee in the amount of fifteen dollars ($15.00) for each kiddie ride, twenty-five dollars ($25.00) for each circular ride or flat ride which can be inspected from less than twenty (20) feet above ground, and forty-five dollars ($45.00) for each other type of amusement device.

    (2)

    An application fee in the amount of seven dollars and fifty cents ($7.50) for each kiddie ride, twelve dollars and fifty cents ($12.50) for each circular ride or flat ride which can be inspected from less than twenty (20) feet above ground, and twenty-two dollars and fifty cents ($22.50) for each other type of amusement device.

    (n)

    Fence permits. The fee for fence permits shall be forty dollars ($40.00).

    (o)

    Shed inspections. The fee for inspection of the construction of sheds not exceeding two hundred (200) square feet in foot print area shall be thirty-five dollars ($35.00).
