§ 14.01. Appointment by judges of the court of record.

The judges of the court of record shall act en banc in making appointments to fill vacancies occurring in any office in the city which are filled or to be filled by the judges of the court of record and, in case of disagreement, the vote of a majority of such judges shall be binding.
